Categorical Programs

Title I - The intent of this funding is to meet the educational needs of low-achieving students enrolled in the highest poverty schools. Title I funds are also used to ensure that all children have a fair and equal opportunity to obtain a high-quality education and reach, at a minimum, proficiency on the state content standards and assessments.

Title II - Teacher and Principal Training and Recruiting. The purpose of Title II is to increase the academic achievement of all students by helping schools and district to improve teacher and principal quality through professional development and other activities, and to ensure all teachers are highly qualified.

Title III – English Learners (ELs) - Funding is made available to districts to provide supplementary programs and services to assist Limited English Proficient (LEP) students, known as English learners (ELs), to acquire English and achieve grade-level and graduation standards.

Title IV - The Student Support and Academic Enrichment program under Title IV, Part A of the Elementary and Secondary Education Act as amended by the Every Student Succeeds Act (ESSA) is a federal categorical program contained in the Consolidated Application. These funds are intended to increase the capacity of local education agencies (LEAs) to meet the goals of the ESSA by providing all students with access to a well-rounded education, improving school conditions for student learning, and improving use of technology in order to improve the academic achievement and digital literacy of all students.

Consolidated Application and Reporting System (CARS)

The Consolidated Application and Reporting  System (CARS) is used by the California Department of Education (CDE) to distribute categorical funds from various state and federal programs to county offices, school districts, and direct-funded charter schools throughout California. Annually, in June, each district submits the application to document participation in these programs and provide assurances that the district will comply with the legal requirements of each program. Program entitlements are determined by formulas contained in the laws that created the programs.

The winter release of the application is submitted in January of each year and contains the district entitlements for each funded program. Out of each state and federal program entitlement, districts allocate funds for indirect costs of administration, for programs operated by the district office, and for programs operated at schools.
